All workers and subcontractors have a duty to take reasonable care for their own health and safety not adversely affect the health and safety of others. By complying with the site rules and Queensland Workplace Health Safety Act and Regulations your actions will assist in creating a safe site.
1. All work and actions must comply with the Queensland Workplace Health Safety Act and Regulations.
2. Mandatory PPE required on site will be High Vis Clothing, Safety Boots. (Selection does not include PPE required for high-risk work where specific SWMS cover PPE in more detail).
3. All persons working onsite must complete the safety induction (available at the site office) prior commencing work, failure to do so will jeopardy your site entry.
4. All sub-contractors must submit their signed Safe Work Method Statement and Hazardous Chemical Register prior commencing work onsite.
5. Any work performed outside of the received Safe Work Method Statement must be recorded on the SWMS with the workers signing off on it.
6. All workers must be adequate supervised always.
7. All workers will comply with any safety direction given by the supervisor or Safety consultant immediately.
8. High standard of housekeeping must be always maintained – clean as you go.
9. All workers will be competent in the use of any tools or machinery they use onsite.
10. All workers will be competent in their trade descriptions.
11. You are required under the QLD WHS to attend onsite Toolbox Talks.
12. All accidents and Incidents must be reported to the site supervisor immediately.
13. Never work in an Unsafe Manner.
14. Comply with the Traffic Management Plan and Emergency Procedures.
15. All trades will supply their own First Aid Kit, ensure you know your First Aid Person.
Behavioural Standards
16. Taking of photographs onsite is forbidden unless authorised by IDC Developments.
17. No smoking onsite, except where authorised.
18. No Bullying or Harassment onsite.
19. Shirts to always remain on.
20. Subcontractors and workers are to use the toilets and other amenities provided by the Principal Contractor (PBCU) onsite, please assist in keeping them clean.
21. No radios or other music devices to be used onsite unless authorised by IDC Developments Supervisor.
22. All theft or Vandalism will be report to the police immediately.
23. Drugs and Alcohol are banned from site, if the supervisor feels you are under the influence you will be escorted from site immediately.
24. Use the amenities for their designed purpose and assist in keeping them clean and tidy.
25. All drink and food containers must be deposed off immediately into the skip bins.

Covid – 19
- Notify the Builder before you intend to attend site and regularly update the Builder on worker activities.
- Do not come to site if you have been exposed to someone who has tested positive for COVID-19
- Do not come to site if you have returned from overseas in the last 14 days or from a Covid Hotspot requiring isolation.
- Do not come to site if you feel unwell or are experiencing symptoms associated with COVID-19 and seek medical advice as appropriate.
- Do not come to site unless you need to undertake work and whether possible communicate by phone or email in lieu of visiting the site
- When on-site:
- Avoid physical contact with other workers, subcontractors, and visitors
- As much as practicable, maintain a distance of 1.5m from others
- Wash your hands frequently and thoroughly, for 20 seconds per Department of Health instructions
- Avoid touching your face
- Avoid sharing tools, as much as practicable
- Avoid sharing vehicles, as much as practicable
- Co-ordinate with site supervisor to stagger eating/break times by trade, to avoid congestion at eating areas

Security & Safety
The site area will be secured by a 1.800m high temporary chain wire fence to prevent unauthorised access by the public and/or non-inducted site personnel. Lockable gates will be provided to allow vehicular and construction staff access into and out of the site.
Other types of hoardings will also be used where the use of chain wire is not appropriate.
Construction and statutory signage will be installed to the perimeter fence in accordance with the IDC Developments Site Safety Plan and legislative requirements.
All deliveries will be approved by the site supervisor at appropriate times.
First Aid
Each sub-contractor will supply their own First Aid Kit and First Aid Person for the project.Names and contact phone numbers for all emergency contacts will be displayed on the site safety induction noticeboard.
If first aid treatment is required, whether it is a minor or lost time incident, the subcontractor is to report this to the site office immediately. It is a IDC Developments requirement that a record of all first aid incidents are documented.
If a subcontractor requiring first aid assistance reports to the site office, and it is unattended, contact the first aider by phone otherwise ring triple 000.
Emergency & Evacuation
The builder has its own emergency and evacuation procedure. This is identified by a blast from the Car horn three times.. The emergency and evacuation plan is located in the site office.
If there is an emergency and injury assistance is required, there will be 2 blasts of the car horn. If there is an evacuation on site there will be 4 blasts of the car emergency horn.
In the event of an evacuation, all workers are required to stop what they are doing and move to the evacuation point immediately, which is located directly at the site office where signage is indicated.
Hazardous Substances
All hazardous materials or substances brought onto site for use on the project must have a current Safety Data Sheet provided to the Builder along with a Hazardous Chemical Register as required prior to use.
Hazardous materials when not in use are to be stored within locked containers or locked external enclosures in accordance with IDC Developments Construction Safety Plan and legislative requirements. Signage is to be erected in accordance with legislative requirements dependant on the material in use or storage.
Site Access
Access to the IDC Developments work site will be through access gates located at the entry to the site, which are subject to the following procedures but not limited to:
- Appropriate signage provided at the main gate to ensure the safety of site personnel and general public.
- Visitors or subcontractors will be directed to the site office for site induction prior to entering the work site proper.
- The site area will be secure from unauthorised access by use of a perimeter chain wire fence with lockable access gates.
- IDC Developments signage with site contact details for the site.
Construction Site Activities – Site Office & Accommodation
The IDC Developments (when applicable) site office, lunch shed, ablution block and storage container will be located within the fenced off site compound area.
Lunch sheds and amenities will be set up as per Queensland Workplace Health & Safety authority and legislative requirements. The builder will undertake daily cleaning of the toilet facilities to ensure that they are maintained in a satisfactory condition.
Storage On-site
A storage area will be set aside within the IDC Developments site compound for any materials, plant and/or equipment used during construction. All materials will be stacked in a neat and tidy manner.
All subcontractors will need to liaise with IDC Developments site management to administer and book-in the delivery/pick-up of materials, plant, equipment and the like to/from site.

Noise Control
The IDC Developments Site Supervisor will liaise, coordinate to ensure the following:
- No loading or unloading of any trade equipment or building materials associated with construction work shall take place outside the approved construction hours, unless otherwise approved
- Personnel safety measures, such as earmuffs, earplugs, shall be implemented wherever noise exceeds 85db(A).
- As part of the subcontractor work method statements, subcontractors are to ensure ear/eye protection is available for all employees.
- Excavation and heavy construction noise items are to be highlighted and programmed to suit operation within the permitted hours .
Deliveries and Loading / Unloading
All construction traffic shall be coordinated with the IDC Developments site supervisor:
- All deliveries will be via Bargara Road and then into the site from the main driveway depending on the type of delivery.
- All vehicles must be checked by a subcontractor’s representative for cleanliness prior to leaving site. Vehicles will be washed down in a nominated area, if required, to prevent mud and the like from being tracked onto public roads.
- All vehicles must adhere to nominated legal speed once leaving the site.
- Construction vehicles shall not obstruct roadways or footpaths surrounding the site.
- All extracted material, such as excavation spoil or rubbish, is to be covered prior to moving or leaving site, when required.
Removal of Refuse & Rubbish Protection
IDC Developments will provide rubbish bins within the various construction areas including the site compound area. Small rubbish bins will be utilised for minor daily rubbish, and these are to be emptied to the main site bins on a daily basis or as required.
The main site bins will be emptied as required by a registered Waste Removal contractor. The area around the bin shall be always kept clean of any rubbish/debris. Typically skip bins will be utilised during the project.
All subcontractors are expected to clean up their own rubbish on a daily basis into bins provided by IDC Developments, they will provide temporary fencing to prevent loose debris from exiting the site.
IDC Developments staff will also inspect the site regularly and remove debris.
Parking
There will be nominated parking on the site for personnel that attend the site and it is expected that all personnel will utilise the surrounding streets, if required.
Pedestrian Management
At present, Pedestrian Safety will be controlled using the following:
- 1.800m high site safety fence to ensure pedestrians do not physically enter the site inadvertently
- Safety signage to all street frontages warning of “Danger – Construction Site Do Not Enter”
or similar wording. - Safety signage to site entry gates.
- Gates to be kept in the closed position & locked during non-work hours.
- When works are being performed on street frontages and footpaths, appropriate signage and barricades are to be installed to protect pedestrian traffic including during non-working hours.
- For the works outside of the boundary pedestrians will be controlled using hoardings, barricades etc depending on the nature of the work that is being conducted at the time.
Council Permits / Road & Footpath Closures
IDC Developments will coordinate and arrange any council permits or Main Roads permits for temporary or partial road closures, footpath permits, traffic control and temporary barricades or fencing with the appropriate authorities on a need’s basis.
Civil Works & Dust / Sediment Control Measures
The civil works for the site generally consist of the following:
- Setting up of sediment control measures in accordance with council and EPA requirements to the site.
- Bulk site stripping, excavation, and compaction.
- Importation & compaction of bulk fill required to build up areas to design levels. Where suitable site cut material will be used for fill in lieu of imported fill, however this scope is
limited due to the extremely poor properties of the current site materials - Importation & compaction of subgrade/subbase materials required for proposed new finished surfaces
The approx quantities of bulk cut/stripped materials for site is 563 m3 and approx quantity of bulk earthworks fill materials is 365 m3.
Sediment control measures will be implemented to the site in accordance with EPA/Council requirements and the Erosion & Sediment Control plan for the site. Sediment control measures are to be in place and always maintained adequately during the project.
Dust suppression during excavation and civil works will be by using water during the process. In addition, the loading and truck movements will be closely monitored for dust creation and screened if required.
Should the situation arise where there is a complaint due to excessive dust form the result of the construction works then the matter will be investigated, reported, and rectified depending on the cause and situation.
Spoil will only be stockpiled for minimum periods thereby moisture loss will be negligible in turn reducing the dust from the stockpiles. Any minor stockpile areas are to be covered with appropriate materials and sediment fence erected around to ensure minimisation of airborne dust.
Hot Works
Prior to undertaking any welding, grinding or cutting activities, which use or generate heat, flame or sparks sub-contractors are required to have an authority approved non-flammable shields and all necessary equipment in case of fire, including, fire extinguishers securely attached to each electric, Oxy-acetylene or Oxy-LPG welding plat brought onto the site and the provision of an adequate supply of water.
